Sir,

I have the honour to forward a memorial

addressed to you by Sister F. M. Barlow of the Medical Depart-

-ment regarding her clain for reimbursement of certain expenses

incidental to her return from leave of absence, as shown in

the attached account.

I was unable to grant Miss Barlow's appli-

-cation, as by so doing I would have established a precedent of general application which would have been at variance with the approved regulations regarding payment of passage expenses.
